Ways to make international transfers or payments


Within the SEPA area - Single Euro Payments Area


Within the European Union, there is an agreement called SEPA. It is a geographic area where individuals, companies and other economic operators can make and receive payments in euros, under the same conditions, rights and obligations, regardless of where they are located. This removes differences between domestic payments made within a country and cross border payments between countries.

SEPA

 • Lets you use a single bank account for euro payments within the SEPA area.

These benefits are especially relevant for customers who travel regularly between SEPA countries or who live outside their country of origin, for example students, workers abroad, or foreign residents in Portugal.

In addition, and as a result of previously published European legislation, fees applied to European euro payments, credit transfers and direct debits, are already aligned with the fees applied to equivalent domestic payments.

IBAN. International Bank Account Number

BIC. Bank or Business Identifier Code

Legal framework

EU Regulation 260/2012 introduced new technical and business requirements for euro credit transfers and direct debits.

In 2012, this Regulation established that from 01/02/2014, all euro payments made by credit transfers and direct debits had to comply with SEPA technical requirements. In a later decision on 09/01/2014, the European Commission adopted a proposal to amend that Regulation, introducing an additional 6 month period for the systems transition. This extension was confirmed by Banco de Portugal and set the deadline to 01/08/2014, in force at novobanco since that date.

SEPA covers 34 countries

 • The 28 EU Member States, Germany, Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Slovakia, Slovenia, Spain, Estonia, Finland, France, Greece, Netherlands, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, United Kingdom, Czech Republic, Romania and Sweden. 
• Overseas territories of EU Member States, Gibraltar, Guadeloupe, French Guiana, Martinique, Mayotte, Réunion, Saint Barthélemy, Saint Martin, Saint Pierre and Miquelon. 
• European Economic Area countries, Iceland, Liechtenstein, Norway. 
• Switzerland, Monaco and San Marino.

When referring to the countries covered, this means that only banks located in these countries may be connected to SEPA payment mechanisms.

It is important to clarify that under certain conditions, and for some countries during a transitional period, not all banks are required to join these SEPA mechanisms. As a result, some banks in these countries, and therefore some accounts and account holders, may not be reachable through SEPA payment operations. In those cases, alternative payment mechanisms will still need to be used.

Within SEPA, there are two European schemes for processing euro payments

• Credit transfers. 
• Direct debits.

Within SEPA, based on these payment instruments, a single bank account can be used to carry out domestic and cross border operations between participating countries.

This means that any citizen, company or institution, resident in the EU or in other SEPA countries, can make or receive euro payments through these instruments with the same ease and costs as in their own country.

With a single account with novobanco, any customer can make SEPA credit transfers in euros within the SEPA area, regardless of the destination country, improving efficiency in day to day financial management.

The distinction between domestic and European transfers is removed, and there is now a single service with the following features

• Wider European reach, available to any customer holding an account with a bank participating in this scheme, currently more than 4,500 European banks. With SEPA, you can receive your salary into your novobanco account even if you work abroad in a SEPA country. If you receive your salary at novobanco through SEPA, the paying entity must ensure that the transfer classification matches the type of payment being processed, for example salary, and this also applies to pensions. This is relevant, especially if having this type of transfer paid in gives you a commercial benefit at novobanco that you have explicitly agreed.

• For bank account identification, IBAN and BIC are required. NIB is no longer used to identify origin and destination accounts. In Portugal, IBAN is easy to obtain, as it is the NIB preceded by “PT50”. IBAN has 25 digits and is PT50 plus NIB. • You can add a payment reference for the beneficiary, simple or structured, with a maximum length of 140 characters.

This is a collection or debit transfer in euros initiated by the beneficiary, the collector, through their bank, under a prior agreement between beneficiary and payer, the debtor. SEPA direct debits work in a very similar way to the existing domestic direct debit system.

You can reference your novobanco account to pay direct debits from any national or foreign supplier that sends collections through a bank participating in SEPA. These direct debits will be processed in the same way by participating banks, Portuguese or European.

Direct debits can be used for • Recurring collections, for example monthly bills for certain services. 
• One off collection, for a single payment.

In both cases, the debtor must previously provide the relevant Direct Debit Authorization, also called a mandate, to the supplier or collecting entity.

With direct debits

• IBAN and BIC must also be used as bank account identifiers. 
• Both the Debtor Bank and the Creditor Bank must participate in the direct debit scheme, regardless of the country where they are located. 
• For mandates and direct debit authorizations, the debtor can no longer create a mandate via ATM, online banking, and similar. Creation and activation become the exclusive responsibility of the creditor. The debtor can only maintain certain characteristics of the mandate with the bank, such as maximum amounts, expiry date, deactivation and frequency.


Outside the SEPA Area

Make payments or collections anywhere in the world quickly and efficiently.

Transfers can be made in euros or any other currency, with no limit on the amount, to and from all credit institutions with which novobanco maintains relationships (more than 2,000 worldwide).

The execution of transfers in currencies not quoted by the Banco de Portugal is subject to the foreign exchange conditions applied by the correspondent bank.

Payments must include information that allows fully automated processing, namely IBAN and BIC. Where the instruction cannot be processed automatically, an additional fee may apply for manual handling.

When initiating international transfers, customers may request from novobanco:

  • Urgent transfer (funds delivered to the beneficiary’s bank with same‑day value date).
  • Standing instructions (with the desired frequency).
  • Foreign exchange rate negotiation for payments in foreign currency.

NIB and IBAN. What changed?

Since 01/02/2016, all credit transfers and direct debits stopped using NIB and started using IBAN.
